स्वाम्यमात्यजनपददुर्गकोशदण्डमित्राणि प्रकृतयः ॥

Transliteration

svāmy-amātya-janapada-durga-kośa-daण्डा-mitrāṇi prakṛtayaḥ ||

Translation

The king (ruler), the minister, the territory (and people), the fortified city, the treasury, the army, and the ally—these are the constituent elements (Prakritis) of the state. (Sutra 6.1.01)
