Arthashastra - The Three States of the State

शमव्यायामयोरयोनिः षाड्गुण्यम् ॥
क्षयः स्थानं वृद्धिरित्युदयास्तस्य ॥

Transliteration

śama-vyāyāmayor-yoniḥ ṣāḍguṇyam ||
kṣayaḥ sthānaṃ vṛddhir-ity-udayās-tasya ||

Translation

6.2.04: The source of Peace and Industry is the six-fold policy (strategy).

6.2.05: Decline, Stagnation, and Growth—these are the three conditions/outcomes of that policy.
